A year ago, West Virginia lawmakers decided that the state needed a plan to manage its water.

In a resolution, both houses of the Legislature directed an interim committee to write the plan. It was due by the start of the 2004 session, which starts Wednesday.

Water-Use Plan Takes State 'Back a Step'

Committee members never wrote the plan.

Instead, the panel on Tuesday is expected to recommend a bill that creates another committee to study the issue some more. The new committee will revisit whether the state really needs a water- management plan. Its recommendation is not due until Dec. 31, 2007.
