Summary


THE 26th Amendment to the U.S. Constitution, passed in 1971, lowered America's voting age from 21 to 18. The late Sen. Jennings Randolph of West Virginia, a champion of the amendment, considered it the highlight of his 41-year career. Yet, voter turnout among the youngest adults has never been very high.

For all ages, voter turnout dropped 16 percent between 1972 and 2000, according to the University of Maryland's Center for Information and Research on Civic Learning and Engagement.
