In the last 10 years, Americans have faced natural disasters like floods in New Orleans and wildfires in California, as well as manmade disasters like the shooting of more than 30 students at Virginia Tech.

According to a recent report by the nonprofit group Save the Children, West Virginia children would suffer in a future disaster because state officials have failed to plan for the care of children during an emergency.
