SACRAMENTO, Calif. - Gov. Arnold Schwarzenegger's name will not be on the Nov. 8 ballot. But the special election he called has become a referendum on his leadership, with results that likely will reverberate through the rest of his term and help define next year's governor's race.

Unlike past initiative campaigns that Schwarzenegger won handily with the help of Democrats, this time he is campaigning without them. That leaves him the dominant personality in a race in which he has no opponent.
