TEHRAN, Iran - Iran said Saturday it never will agree to permanently stop making nuclear fuel and warned that a more unstable Middle East would result from trying to haul Tehran before the U.N. Security Council for possible sanctions.

Any effort by the United States to bring Tehran's allegedly suspended uranium-enrichment program under Security Council scrutiny is a dangerous path, warned Hasan Rowhani, Iran's top nuclear negotiator.
