CHICAGO - Debbie Gibbons entered the emergency room where her 17- year-old son, Justin, lay surrounded by doctors and nurses. Finding a place near the wall, she fixed her eyes on the unconscious boy, thrown from his motorcycle a mile from their house.

Twice doctors did everything they could to revive Justin; both attempts failed. It must have been a chaotic scene, but all Gibbons remembers is her son's peaceful expression when he died 20 minutes later.
