When the Workers' Compensation Board of Managers meets Thursday, it will discuss a proposal to give self-insured employers financial breaks after July 1, when they will begin administering claims from their own workers.

Gregory A. Burton, executive director of the Workers' Compensation Commission, said his agency will lose $40.8 million during the next fiscal year if the board approves the proposal.
