WASHINGTON - The Bush administration's Korea experts were distressed. A Pentagon official had suggested last weekend that Washington might take its case against North Korea and its nuclear weapons program to the U.N. Security Council by the end of June.

That was not the message the White House wanted to convey just ahead of President Bush's meeting with South Korea's president, Roh Moo-hyun.
